Kabale District Records 99% Budget Implementation in 2025/2026 Financial Year
Kabale District has achieved a 99% budget implementation rate for the 2025/2026 financial year, utilising nearly all of its Shs54 billion allocation, though officials acknowledge ongoing challenges in local revenue mobilisation affecting some development priorities.

Kabale District has registered a 99% budget implementation rate for the 2025/2026 financial year, marking a strong performance in public financial management and service delivery.

District officials said nearly the entire approved budget of Shs54 billion was fully utilised, with no funds returned to the Treasury, indicating high absorption across priority sectors.

The funds were allocated to key areas including human capital development, roads, education and health, which officials said were implemented in line with approved work plans.

The Chief Administrative Officer of Kabale District, Robert Mugabe, said all departmental allocations were disbursed and implemented without major challenges.

“Unlike the 2024/2025 financial year, when the district faced pending salary payments, this financial year has been implemented without major challenges despite the pressures associated with the political season,” Mugabe said.

He attributed the performance to improved planning, timely execution and coordination across departments.

Kabale District LC5 Chairperson Denis Nzeirwe noted that while implementation was strong, the district continues to face gaps in local revenue collection, which he said affects some planned development activities.

“Funding is still needed, as several planned development projects remain constrained by limited financial resources,” he said.

The high budget absorption rate is expected to strengthen confidence in the district’s financial management systems and position Kabale among the better-performing local governments in budget execution.
